Module 3.4 Specialised Agencies and Bodies within Sindh Child Protection System
Specialised agencies are the operational bodies that carry out law enforcement, protection, care, rehabilitation, regulation, and oversight functions related to children.
What Are “Specialised Agencies”?
Specialised agencies are:
- Statutory bodies, directorates, or services
- Established under specific laws or rules
- Mandated to perform defined operational functions
Police officers must know which agency to involve, depending on the nature of the case.
3.4.1 Law Enforcement and Justice–Related Agencies
These agencies deal with law enforcement, custody, supervision, and justice processes involving children.

| Probation & Parole Department | Supervision, social investigation and rehabilitation of children in conflict with the law under JJSA |
| Juvenile Courts | Adjudication of cases involving children alleged or accused of offences |
3.4.2 Child Protection, Social Welfare and Social Protection Agencies
These agencies are responsible for care, protection, shelter, rehabilitation and social support for children and vulnerable families.

3.4.3 Labour Regulation, Inspection and Adjudication
These entities regulate labour conditions, enforce child and bonded labour laws, and adjudicate labour-related offences.

3.4.4 Education Related Agencies
These agencies deal with schooling, re-enrolment and alternative education, especially for out-of-school children (OOSC).

3.4.5 Health, Medical and Forensic Agencies

3.4.6 Human Rights and Oversight Bodies (SNHRIs)
These bodies provide oversight, monitoring, complaints handling and accountability in relation to human rights and child rights. They do not conduct criminal investigations or enforcement, but police actions may be reviewed, inquired into, or reported upon by these bodies.
