Structure of the Legal Framework

The legal framework governing child protection operates at three interconnected levels:

  • International Legal Framework
    Sets minimum standards and principles for the protection of children, which guide how national and provincial laws must be applied.
  • National Legal Framework (Pakistan)
    Establishes binding constitutional, criminal, and child-specific laws that directly regulate police conduct.
  • Provincial Legal Framework (Sindh)
    Establishes provincial child-specific laws, institutional mandates, and operational procedures that directly regulate police conduct and govern coordination with provincial authorities within Sindh.
