6.2 Applicable Legal Framework 

Police must ensure that all legal provisions are applied together and consistently.

Juvenile Justice System Act (JJSA), 2018

Main law governing procedures for arrest, custody, investigation, trial and rehabilitation of children in conflict with the law

Pakistan Penal Code (PPC), 1860

Defines the criminal offences for which a child may be suspected or charged

Code of Criminal Procedure (CrPC), 1898

Regulates FIR registration, arrest, investigation and court procedures

Sindh Children Act, 1955

Provides legal basis for protective custody, supervision and placement in remand homes

Sindh Child Protection Authority Act, 2011

Requires referral and coordination for child protection and welfare support where risk exists

Police Rule of Application

️⃣Confirm the person is a child (or treat as child where age is uncertain)

️⃣Apply JJSA safeguards IMMEDIATELY- from first contact

️⃣Identify applicable PPC offence(s)/ other offences

️⃣Follow CrPC investigation procedures  in line with JJSA protections
