6.3 Principles That Must Guide All Police Actions

Police officers must always ensure:

• Children are treated as children first, not as adult offenders
• Dignity and respect are maintained at all times
• Rehabilitation and reintegration are prioritised
• Diversion from formal justice systems is encouraged where appropriate
• Detention is used only as a last resort and for the shortest possible time
• Cases are handled quickly, avoiding unnecessary delay

These are legal duties, not discretionary options.
