Purpose of the Module- 5

This module introduces police trainers and participants to the professional role of police in responding to violence, abuse and exploitation against children. It explains how police officers must act when serious harm or criminal offences against children are reported, observed or suspected. The purpose is to ensure that every police response is prompt, lawful, protective and centred on the child’s safety and dignity.

Module Structure and Key Topics 

This module is delivered through two linked parts, combining a common response framework with applied group-based learning.

5.1 Standard Response Framework 

This session introduces a single, common response framework that police must follow in all cases of violence, abuse and exploitation against children, regardless of the specific offence or situation. This framework serves as the foundation for all responses covered in this module.

5.2 Applied Group Exercise: Responding to Violence, Abuse and Exploitation Against Children

All thematic areas covered in Sections 5.2 to 5.8 of the Training Manual are addressed through one structured group exercise, rather than separate lectures. These themes include issues such as:

5.1 Session Guidance: Standard Response Framework

Methodology and Learning Process

This session should be delivered through brief recall, short explanation, and visual presentation. The aim is to connect earlier conceptual discussions with a practical, standard police response framework that applies to all cases of violence, abuse and exploitation against children.

Step 1: Recall from Conceptual Foundations 

Trainer Action

Begin by recalling earlier discussions:

“Earlier, we discussed the different forms of violence, abuse and exploitation that children may face.”

“We also discussed what child protection and child-sensitive policing mean, and the responsibility of police in these situations.”

Then ask one short recall question:

“When police encounter a child facing violence or exploitation, what is our responsibility?”

Allow two or three responses only.

Trainer Link

Conclude clearly:

“Today, we focus on the practical side, how police should respond in real situations.”

Step 2: Framing the Need for a Standard Response Framework

Trainer Action

State clearly:

“Children may face different forms of violence, abuse and exploitation, but the police response must always be clear and consistent.”

Then add:

“A standard framework helps police act quickly, lawfully and confidently.”
