Purpose of the Module-3

This module introduces police trainers and participants to the Child Protection and Response Framework in Sindh. It explains how responsibilities for protecting children and responding to child-related cases are organised across institutions, and how police operate within this framework. This will help Police to  coordinate appropriately so that children receive timely protection, care, justice and support.

Module Structure and Key Topics 

This module is delivered through two linked conceptual sessions, designed to be simple and visual:

3.1 Overview of the Child Protection and Response Framework

A conceptual explanation of how child protection and response is organised in Sindh, including law-making authorities, policy and coordination structures, specialised response bodies, and accountability mechanisms.

3.2 Who Responds to What? – Roles within the Framework

A practical session clarifying which department or specialised body responds to which type of child-related situation.

Suggested Duration 

Total module time: 45 mins- 1 hours

Trainers may adjust timing depending on participant level and training format.

Trainer Preparation

Before the Module

✔ Review Module 3 in the Training Manual
✔ Familiarise yourself with the Child Protection and Response Framework in Sindh
✔ Identify common coordination scenarios involving police
✔ Review referral pathways and inter-agency coordination points
✔ Prepare visual slides or diagrams in advance

How To Conduct 3.1

3.1 Session Guidance: Overview of the Child Protection and Response Framework

Methodology and Learning Process

This session should be delivered through clear visual presentation and structured explanation. The aim is to help participants understand how child protection and response is organised in Sindh, and where police fit within this framework. This session is conceptual.  It prepares participants for Session 3.2 (Who Responds to What?).

Step 1: Opening Orientation – Setting the Scope

Trainer Action

Begin by stating clearly:

“Police are not working alone to protect children. They operate within a framework where different institutions have different roles.”

Step 2: Presenting the Framework

Trainer Action (Projector Required)

Display one simple diagram with four tiers, arranged top to bottom:

• Law-Making Authorities
• Cabinet and Line Departments
• Operational and Specialised Institutions
• Oversight and Accountability Bodies

Explain: “We will go through each tier briefly, to understand who does what.”

Step 3: Explaining Each Tier 

Explain each tier slowly and their mandate.  Show/ browse all key departments on the slides after the introducing. 

Welcome any questions if any participant has. 

Step 4: Positioning the Police within the Framework

Trainer Action

Point again to the Operational and Specialised Institutions tier.

Explain:

• Police are often the first point of contact.
• Police responsibilities include ensuring safety, applying the law correctly, and coordinating with the right institution.

State clearly: “Effective policing depends on knowing when to act directly
and when to involve other institutions.”
