2.3 Session Guidance: National and Provincial Legal Framework Governing Child Protection in Pakistan
Methodology and Learning Process
This session should be delivered through guided visual explanation followed by a structured group-sorting exercise. The aim is to help participants understand how national and provincial laws together regulate police action in child-related situations. The focus is on knowing which law applies, and in what context.
Step 1: Visual Overview of National and Provincial Child-Related Laws
Trainer Action (Projector Required)
Display slide listing key laws, grouped by national and provincial level (names only):
- National (Federal) Laws
- Provincial (Sindh) Laws
Do not explain details at this stage.
Trainer Explanation
Explain clearly and accurately:
- Police work with both national and provincial laws when children are involved.
- They apply both, according to the situation and subject matter.
Step 2: Group Activity – “Which Law Applies?”
Trainer Action
- Divide participants into 4–5 small groups (mixed experience if possible).
- Give each group one flip chart.
- Assign one category of situations to each group:
Group A: Children in conflict with the law
Group B: Children as victims of crime
Group C: Children in labour or exploitation
Group D: Missing / trafficked / street-connected children
Group E (optional): Children in institutions or custody
Add more groups if needed
Group Task
Tell each group: “You are not expected to explain the law. Your task is only to identify which laws apply.”
Ask them to write:
- Which national and/or provincial law(s) guide police action in this situation?
(names only, no sections)
- What is the main purpose of each law for police?
(e.g. protection, procedure, investigation, diversion, prevention)
Allow 10–12 minutes only.
Step 3: Group Sharing and Consolidation
Trainer Action
- Ask each group to share their findings.
- Allow other participants to add any important points that may have been missed.
- Using the groups’ responses, clearly summarise:
- when a national law applies,
- when a provincial law applies, and
- when both laws can apply together.
Trainer Clarification
- Criminal offences and procedure often come from national law (PPC, CrPC, special laws).
- Child-specific protections, prevention and referral mechanisms often come from provincial law.
